The long-gestating London Growth Plan, launched with a fanfare at Imperial College yesterday, is a 100-page burst of welcome positivity against a darkening backdrop of aggressive nationalists colluding abroad and parasitic populists plotting at home.
It's quite a candid document, too, stating plainly that Brexit has contributed to our problems, squeezing in a veiled reference to the menace of Donald Trump and insisting that "green growth" and the pursuit of net zero should be central to economic growth - all views the Labour national government, rightly or wrongly, is cautious about expressing.
