The next step should be preparation for the introduction of road user charging which integrates congestion, air-polllution, road wear and tear and vehicle noise pollution. Tfl needs to examine how such measures can be introduced incrementally without infringing upon the misuse of personal data.

The Centre for London Study suggesting that vehicle passengers might have the option to contribute to road user charging, might be too challenging for the time being and perhaps unnecessary.

During the inter-war years too many of London's arterial road schemes split up neighbourhood areas, and with road user charging revenues some of these revenues could be allocated to reducing noise pollution and where possible starting burying more sections of these roads into cut and cover tunnels, so that local residents can start to live in more joined up places.

Newer cut and cover technologies such as those being used with HS2 shows that such work is possible and affordable.

Road user charging and the current expansion of ULEZ, should be used to improve public transport, walking and cycling, but also to extend the repair and renovation of or roads. This has already started within many of the Inner London Boroughs and now the Outer London Borough's should be funded to level up.
