Housing Associations started a locally based and comparatively small housing providers. They now seem to be large providers - many larger than local council housing departments - based across large areas. Could this be the reason for many of their problems?

Yes, I think it's fair to say that people have been worried for some time that HAs have lost touch with their historic mission, though I think the coalition government's slashing of grant funding and the subsequent imposition of rent reductions have made the case for merging and getting bigger more difficult to argue against - economies of scale and so on. But it's in danger of producing lose-lose situations, I fear.
